ABOUT THE INNOVATION FUND FOR CUREX FELLOWS
In an effort to catalyze innovation in the sector of affordable housing, The Idea Village, in partnership with Greater New Orleans, Inc. (GNO, Inc.), is launching the Innovation Fund for CUREx Fellows to provide $1,000,000 in pre-development resources, living stipends and technical support, exclusively for CUREx Fellows to start ventures that identify and address critical real estate barriers to affordable housing challenges.

Primary objectives of the Fund include:

  • Accelerate the development of ventures that address key barriers in affordable housing
  • Engage Fellows, the next generation of urban redevelopment leaders, in long-term New Orleans revitalization
  • Drive entrepreneurship and innovation in the development of replicable real estate models
  • Elevate the challenges in affordable housing, as well as opportunities for private investment, to a global audience

OFFICIAL RULES AND REGULATIONS
No purchase necessary to enter or win prize. The purchase of any good and/or service will not increase applicant’s chance of winning.

The Idea Village “Innovation Fund for CUREx Fellows Competition” (the “Competition”) is subject to all federal, state, parish, and local laws and is void where prohibited or restricted by law.

The Competition is sponsored by The Idea Village, a 501 (c) (3) economic development organization housed at 638 Camp Street; New Orleans, LA 70130. The Idea Village is leading a collaboration of partner organizations, including its lead strategic partner, Greater New Orleans, Inc. (GNO, Inc.)

Persons entering this Competition (“Applicants”) must be a Center for Urban Redevelopment Excellence (“CUREx”) Fellow and part of the management teams of ventures with business ideas (“Applicant Ventures”) that address a critical barrier in the system of real estate that delivers affordable housing in New Orleans. The applications submitted by the Applicants will be judged, as described below, and up to three (3) Winners will be selected at the close of the Competition.

The Competition is governed by the following rules and regulations. By participating in this contest, each applicant agrees to adhere to the following rules and regulations.

1. ELIGIBILITY
OBJECTIVE CRITERIA: All ventures MUST:

  • Be located in Orleans Parish
  • Focus on real estate
  • Display ability to address a key barrier to affordable housing development
  • Commit to growing in the New Orleans region
  • Include at least one CUREx Fellow on its management team
  • Pledge to quarterly reporting on key milestones and measurements
  • Participate in any and all rounds of the application process, including background/credit check
  • Review and submit a completed Conflict of Interest Certification, Appendix A with their Application (as detailed on page 11 of the Rules and Regulation)

SUBJECTIVE CRITERIA: All ventures will be evaluated according to the following characteristics:

  • Housing Impact: Impact challenged populations, measured by # of units, cost per unit, and/or project performance
  • Economic Impact: Create positive economic change
  • Viability: Demonstrate viability through one or more of the following: projected revenue, customers, jobs, and/or market research supporting the need for the product or service
  • Financing: Attractive to investors and/or other philanthropic resources
  • Strength of Applicant : Exhibit skills and experience to develop viable venture
  • Strategy for Opening: Able to envision and articulate an action plan for opening
  • Values and Ethics: Display integrity and respect for the law
  • Sustainability: Exhibit potential to become a sustainable entity in a realistic timeframe
  • Innovation: Demonstrate ability and interest to change and improve the system of affordable housing real estate

PREFERENCE is given to Applicant Ventures that:

  • Scale: Able to scale or become a model for affordable housing development
  • Environment: Emphasize importance of environmental sustainability
  • Risk: Willing to accept greater calculated risk to achieve higher impact

Applicant Ventures are INELIGIBLE if:

  • The Idea Village staff and/or judges have financial interest in the venture
  • Current employees, or those who share tax returns with current employees, of The Idea Village and/or GNO, Inc. are members of the management team
  • Judges, or those who share tax returns with judges, in any stage of the application review process are members of the management team

Potential uses of funds:

  • Funds may be used for any need as approved by The Idea Village that directly supports the pre-development of the winning Applicant Ventures

Grants cannot be used for any establishment that:

  • Has gaming or gambling as its principal business
  • Is a religious institution
  • Has liquor or tobacco retail sales as the primary source of revenue
  • Acts as a tax shelter

Grants cannot be used for the following purposes:

  • Buying-out of any stockholder or equity holder by another stockholder or equity holder in a business
  • Reimbursement of any family member(s)
  • Paying off debts or loans

DECISIONS BY THE IDEA VILLAGE, GNO, INC. AND THE FINAL JUDGING PANEL ARE FINAL AND NOT SUBJECT TO APPEAL.

2. APPLICATION PROCESS

Open Applications
Note: Applicants must declare his/her intention to apply by January 30, 2009 by email to Miji Park, miji@ideavillage.org.

Applicants are required to submit the following:

  • Summary of the Applicant Venture (Maximum of 100 words)
  • Innovation Fund Application, including 2 Reference names with contact information (A minimum of one reference must be professional or academic)
  • Business Plan (See details below)
  • Final Presentation with key highlights of the venture and a snapshot of a 90-day action plan
  • Disclosure of any personal or professional relationships to The Idea Village, The Idea Village staff, 504ward Business Competition and/or The Idea Village’s strategic partners, including GNO, Inc.
  • Conflict of Interest Certification
  • Resume(s) of Applicant(s) and Management Team, if applicable

Business Plan Guidelines
The Business Plan should be a maximum of 50 pages (including attachments) in 12 point, Times New Roman font. A submitted business plan that is longer than 50 pages or does not meet any of the guidelines will be disqualified.

The Business Plan should include information on the following:

  • Executive summary
  • Product or service description
  • Market analysis, including market size, potential market share, and market segmentation
  • How the product or service addresses a key barrier in the real estate system that delivers affordable housing
  • Sales and marketing plan
  • Competitive analysis, including description of competitors and competitive differentiation
  • Management team and/or advisors
  • Financial summary and highlights, including cash flow, income statement, and balance sheet
    • It is recommended that annual financial projections for the first 5 years are included along with a monthly plan for year 1. This data should be summarized within the text of the Business Plan while detailed financial data and tables may be included in the appendices
  • Anticipated uses of funding, and possible exit strategies
  • Intellectual property status, if applicable
  • Appendices should include information that supports the findings, statements, and observations in the Business Plan
  • Appendices may include up to three (3) letters of recommendation from previous employers, professors and/or business colleagues
  • Appendices may also include Letters of Support from partner organizations, if applicable

All applications must be submitted by 5:00PM CST on Friday, February 27, 2008.

All applications will be scored based on the above criteria and preferences.

The Final Judging Panel will consist of at least 7 judges with expertise that may include affordable housing, community development, real estate finance, entrepreneurship, urban planning, tax credits, government, and real estate development. The Final Judging Panel will review and score each business plan before it views and scores the Final Presentation based on a scorecard developed by The Idea Village.

The three winners will be determined by this panel by the end of March 2009.

3. PRIZES
Three (3) winning ventures will receive the following:

  • Access to $500,000 in pre-development funds, based on strength of proposal, that will be allocated amongst the three winning ventures
  • Living stipend of $100,000 to be allocated to each winning venture over 2 years
  • Eight (8) months of customized business consulting from The Idea Village and GNO, Inc., which may include strategic consulting, marketing support and financial modeling
  • Specialized consultants to assist in the execution of each venture concept
  • Access to the Boards of Directors and networks of The Idea Village and GNO, Inc., which include some the most respected and experienced business and civic leaders in New Orleans

Cash and services will be administered by The Idea Village upon completion of a strategy session and the mutual determination of key performance milestones and timeline for grant payment. The Prizes may only be used to develop and execute the venture as described in the Applicant’s application AND in a manner approved by The Idea Village.

4. GENERAL TERMS
Noncompliance with any of these Official Rules and Regulations may result in disqualification. Any violation of these Official Rules and Regulations by a Prize Winner or any behavior by a Prize Winner that will bring such Prize Winner or The Idea Village into disrepute (in The Idea Village’s sole discretion) will result in such Prize Winner’s disqualification as a Prize Winner and all privileges as a Prize Winner will be immediately terminated. This solicitation process is not governed by state or federal procurement or public bid laws. The contents of this solicitation govern the process.

The Idea Village assumes no responsibility for incorrect or inaccurate entry information whether caused by any of the equipment or programming associated with or utilized in this Competition or by any human error which may occur in the processing of the entries in this Competition. The Idea Village is not responsible for any problems or technical malfunction of any mail service, any telephone network or lines, computer online systems, servers, or providers, computer equipment, software, failure of any email or servers on account of technical problems or traffic congestion on the Internet or at any website, or any combination thereof, or any incomplete, lost, late, delayed, misdirected or garbled Entries or failure to receive Entries, including, without limitation, any injury or damage to Entrant’s or any other person’s computer related to or resulting from participation or downloading any materials or software or attempts to participate in or download materials or software related to this Competition.

The Idea Village is not responsible for any typographical or other error in the printing of the offer, administration of the Competition, or in the announcement of the Prizes and the Prize Winners. If, for any reason, the Competition is not capable of running as planned, or is disrupted or corrupted, including, without limitation, by strikes, acts of war or terrorism, infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical or system failures, or any other causes beyond the control of The Idea Village which corrupts or affects the administration, security, fairness, integrity or proper conduct of this Competition or any reason The Idea Village deems it necessary, The Idea Village reserves the right in its sole discretion to cancel, terminate, modify or suspend the Competition or to determine the Prize Winner in its sole discretion. All interpretations of these Official Rules and Regulations and decisions by The Idea Village are final.

No software generated, programmed, macro or other online or text message entries are permitted. The Idea Village reserves the right in its sole discretion to disqualify any individual it suspects or finds: (i) to have used a software-generated, programmed, macro or other automated online or text message entry; (ii) to have tampered with the entry process or the operation of this Competition; (iii) to be acting in violation of these Official Rules and Regulations; (iv) to be acting in an unsportsmanlike or disruptive manner, or with intent to annoy, abuse, threaten, or harass any other person; or (v) to have provided inaccurate information on any legal documents submitted in connection with this Competition.

Where instructions conflict or no order of precedence is specified, the most stringent requirement applies. A reference to, or direction to comply with, a particular paragraph shall include, as appropriate, all sub-paragraphs. Oral explanations or instructions given will not be binding.

Any attempt by an individual to deliberately damage any website or undermine the legitimate operation of the contest is a violation of criminal and civil laws and should such an attempt be made, The Idea Village reserves the right to seek damages from any such individual to the fullest extent permitted by law.

5. DISPUTES
Any dispute concerning a question of fact or procedure arising under Applicants submission, which is not disposed of by agreement, shall be decided by The Idea Village at its sole discretion.

6. INDEMNIFICATION
By entering, Applicants and Prize Winners agree to hold harmless and indemnify officers, directors, partners, members, shareholders, employees, and agents of The Idea Village, and each of its respective subsidiaries, affiliates, advertising and promotional agencies from and against any and all liability, damages, or causes of action (however named or described), with respect to or arising out of either (i) Applicant’s participation in the Competition, including, without limitation, the breach or violation of the Applicant’s representations and warranties concerning his or her Applicant Venture; and/or (ii) the receipt, redemption, or use of the Prizes awarded in the Contest, including, without limitation, products purchased with redemption of the Prizes themselves. Applicants agree to release all rights to bring any claim, action or proceeding against Sponsor Entities, further covenant not to sue Sponsor Entities, and hereby acknowledge that neither The Idea Village nor any Sponsor Entity has made or is in any manner responsible or liable for any warranty, representation or guarantee, express or implied, in fact or in law, relative to the Prize. Where permitted by law, in consideration for being awarded a Prize, The Winner hereby agrees and consents, without further authorization, compensation or remuneration of any kind, to the use of their names and/or likenesses and/or submissions in any and all advertising, promotions and other publicity conducted by The Idea Village.

Under no circumstances shall officers, directors, partners, members, shareholders, employees, and agents of The Idea Village, and each of its respective subsidiaries, affiliates, advertising and promotional agencies be liable for any costs, commissions, fees, or other forms of compensation related in any way to activities undertaken by any person as a result of the submission of a proposal or activities performed in preparation of their submission.

7. PRIVACY NOTICE
The Idea Village website (www.ideavillage.org) and all related websites are subject to the following Privacy Notice:

7.2.1 What Information We Collect

Our websites have been designed to meet your needs. As is standard practice on many corporate websites, The Idea Village website utilizes cookies to gather technical information. A cookie is a small data file installed on your computer hard drive by a web server. Generally speaking, it records data about your computer's navigation within the site (pages viewed, date and time of your visit, etc.), which are read during subsequent visits. 7.2.2 How We Use This Information
The Idea Village and/or its subsidiaries may, in their sole discretion, use information submitted at the time of registration or any Submissions for marketing, promotional and any other commercial purposes and may share such information or Submissions with our promotional partners in accordance with the Terms of Use. We may use your contact information to send you information about our company’s current activities. You may decide at any time to stop receiving future mailings.

Your personally identifiable information may be shared with and stored on a database controlled by third parties that have been hired by us to provide limited services on our behalf. We use your IP address, resolution settings, browser information, platform type, and originating URLs to help diagnose problems with our server, measure usage, and to administer the site.

7.6. AMENDMENTS
This Privacy Policy became effective on January 5, 2009. We may update this Privacy Policy from time to time. The Idea Village is a Louisiana 501(c) (3) economic development organization founded with the mission to sow the seeds of change through entrepreneurship in the New Orleans region. Ideavillage.org is the website of The Idea Village, (the "Site"). You (a " Visitor") agree that your use of the Site will be governed by the following Conditions of Use Agreement (the "Agreement"). The purpose of this Site is to provide Visitors with information on the work of the Enterprise and the community development field. The Site in no way should be construed as rendering The Idea Village legal, accounting or any other project specific advice.

The Idea Village reserves the right, but not the obligation, to remove or edit content not in compliance with this Agreement.

Visitor represents and warrants that Visitor owns or otherwise controls all of the rights to the content that Visitor posts; that the content is accurate; that use of the content supplied does not violate this

Agreement and will not cause injury to any person or entity; and that the Visitor will indemnify The Idea Village, its employees, officers, trustees, agents, subsidiaries and affiliates for all claims resulting from content that the Visitor supplies.

If a Visitor posts content or submits material, and unless The Idea Village indicates otherwise, the Visitor grants The Idea Village and its subsidiaries and affiliates a nonexclusive, royalty-free, perpetual, irrevocable, and fully licensable right to use, reproduce, modify, adapt, publish, translate, create derivative works from, distribute, and display such content throughout the world in any media. The Visitor also grants The Idea Village and its affiliates and licensees the right to use the name that is submitted by Visitor in connection with such content.

The Idea Village has the right but not the obligation to monitor and edit or remove any activity or Content. The Idea Village takes no responsibility and assumes no liability for any content posted by the Visitor or any third party.

14. CHOICE OF LAW; FORUM SELECTION
All applicable policies governing these websites are construed and enforced in accordance with and shall be governed by, the laws of the State of Louisiana, exclusive of its conflicts of law rules and federal law. Visitor agrees that any suit, action or proceeding instituted with respect to any actions resulting from the use of these Sites shall be brought in any state or federal court located in the State of Louisiana and Visitor consents to the personal jurisdiction of such courts. Visitor irrevocably waives any objection to, and any right of immunity from, the jurisdiction of such courts or the execution of judgments resulting therefrom, on the grounds of venue or the convenience of the forum.

15. SEVERABILITY
If any term in this Agreement is held to be inconsistent with any present or future law, ruling, rule or regulation of any court or authority having jurisdiction over the subject matter of this Agreement, such provision will be deemed to be rescinded or modified to the minimum extent necessary to comply with such law, ruling, rule or regulation, and the remainder of this Agreement will not be affected thereby.

16. MODIFICATION
The Idea Village reserves the right to modify the terms of this Agreement at any time in its discretion. The terms of the Agreement in effect at the time of Visitor's use will be the operative terms governing Visitor's use of these Sites.


APPENDIX A

CONFLICT OF INTEREST CERTIFICATION

The undersigned Applicant hereby certifies that:

  • The Idea Village staff and/or judges have no financial interest in the venture submitting this application
  • He/She is not an employee of The Idea Village, nor does he/she share tax returns with current employee of The Idea Village
  • He/She is not a Judge, nor does he/she share tax returns with a judge, in any stage of the application review process
